जब हम patriarchy शब्द सुनते हैं, तो अक्सर इसका मतलब सिर्फ पुरुषों का dominance समझ लिया जाता है। लेकिन आज India में women empowerment को जिस तरह policy और governance से जोड़ा जा रहा है, उसमें traditional gender roles को कई levels पर challenge किया जा रहा है।
Modi Government के पिछले वर्षों की कई initiatives में women को सिर्फ परिवार की traditional भूमिका तक सीमित रखने के बजाय financial independence, entrepreneurship, education, property ownership और political representation की तरफ आगे बढ़ाने पर focus दिखाई देता है।
सवाल यह है कि क्या महिला की पहचान सिर्फ पत्नी, बहू या मां तक सीमित होनी चाहिए? Modern India का जवाब साफ है—महिला की पहचान एक independent citizen, decision-maker, entrepreneur और leader के रूप में भी होनी चाहिए।
1. Ujjwala: Kitchen के burden को कम करने की कोशिश
Modi Government की Pradhan Mantri Ujjwala Yojana ने गरीब परिवारों की महिलाओं के traditional cooking burden को कम करने की दिशा में महत्वपूर्ण भूमिका निभाई है।
LPG connection adult woman के नाम पर देने की व्यवस्था ने household energy access को महिला की dignity और convenience से भी जोड़ा। अगस्त 2026 तक scheme के तहत 10.56 करोड़ से ज्यादा connections जारी किए जा चुके थे।
इसका broader message यह है कि महिला सिर्फ kitchen worker नहीं है। उसका समय, health और comfort भी valuable हैं।
2. Toilets और Water: Dignity को priority
Modi Government के Swachh Bharat Mission और Jal Jeevan Mission ने sanitation और household water access को national development agenda का हिस्सा बनाया।
महिलाओं के लिए घर में toilet और tap-water जैसी सुविधाएं केवल convenience नहीं हैं। ये safety, dignity और daily workload से भी जुड़ी हुई हैं।
जब महिलाओं को basic facilities के लिए रोज़ लंबी दूरी तय नहीं करनी पड़ती, तो उनके पास education, employment और entrepreneurship के लिए ज्यादा समय और opportunity हो सकती है।
3. Jan Dhan: Financial Identity को मजबूत करना
Modi Government की Pradhan Mantri Jan Dhan Yojana ने financial inclusion को बड़े scale पर बढ़ावा दिया और महिलाओं को formal banking system से जोड़ने में भी मदद की।
अपने नाम पर bank account और government benefits तक direct access महिला की financial identity को मजबूत कर सकता है।
Traditional patriarchal structure में financial decisions अक्सर परिवार के पुरुष सदस्य के हाथ में concentrated रहते हैं। Direct financial access इस dependency को कम करने की दिशा में एक practical step है।
4. Mudra और Lakhpati Didi: महिला बनी Entrepreneur
Modi Government ने women-led entrepreneurship को भी policy priority बनाया है। Mudra जैसी schemes ने छोटे businesses के लिए institutional credit की पहुंच बढ़ाने में भूमिका निभाई है।
Lakhpati Didi initiative के जरिए Self-Help Groups से जुड़ी महिलाओं को sustainable income और entrepreneurship की दिशा में आगे बढ़ाने पर focus किया गया है।
यह सोच traditional role को बदलती है:
“महिला सिर्फ घर संभाले” से आगे बढ़कर “महिला घर के साथ business भी चला सकती है।”
5. Nari Shakti Vandan Adhiniyam: Politics में महिलाओं की आवाज़
Modi Government के नेतृत्व में 2023 में Nari Shakti Vandan Adhiniyam के जरिए Lok Sabha और State Legislative Assemblies में महिलाओं के लिए 33% reservation का constitutional framework बनाया गया।
इसका महत्व इसलिए बड़ा है क्योंकि women empowerment सिर्फ welfare schemes तक सीमित नहीं रहता, बल्कि decision-making और political power-sharing तक पहुंचता है।
जब ज्यादा महिलाएं legislative institutions में पहुंचेंगी, तो policy-making में women’s experiences और priorities की representation भी मजबूत हो सकती है।
6. Beti Bachao, Beti Padhao: Social Mindset को challenge
Modi Government का Beti Bachao, Beti Padhao campaign उस social mindset को challenge करने के उद्देश्य से शुरू किया गया जिसमें कई बार बेटे को investment और बेटी को responsibility माना जाता था।
सरकारी आंकड़ों के अनुसार, national Sex Ratio at Birth 2014-15 के 918 से बढ़कर 2023-24 में 930 हुआ।
इस initiative का broader message यही है कि बेटी पैदा होना problem नहीं है; बेटी को opportunity न मिलना problem है।
7. Housing: महिला को Ownership
Modi Government की housing policies में भी महिलाओं की ownership और participation को महत्व दिया गया है।
PMAY-Gramin के तहत बड़ी संख्या में houses महिलाओं के नाम या ownership structure में दिए जाने की व्यवस्था ने property ownership के traditional male-dominated model को challenge किया है।
Property सिर्फ रहने की जगह नहीं होती। Ownership महिला को economic security, bargaining power और family decision-making में ज्यादा strength दे सकती है।
8. Women’s Empowerment का मतलब Men को कमजोर करना नहीं
Modi Government के women empowerment approach को समझते समय एक बात साफ रहनी चाहिए—women empowerment का मतलब men’s disempowerment नहीं है।
एक strong society में पुरुष और महिला दोनों को dignity, opportunity और responsibility मिलनी चाहिए।
इसलिए women-centric policies का उद्देश्य पुरुषों को पीछे करना नहीं, बल्कि महिलाओं की dependency कम करके उन्हें अपने decisions लेने की ज्यादा freedom देना है।
Modi Government का Women Empowerment Model
अगर इन initiatives को एक साथ देखें, तो एक clear pattern दिखाई देता है:
- Ujjwala → health, time और convenience
- Swachh Bharat & Jal Jeevan → dignity, sanitation और basic facilities
- Jan Dhan & DBT → financial identity
- Mudra & Lakhpati Didi → entrepreneurship और income
- Housing → ownership और economic security
- Beti Bachao, Beti Padhao → education और social mindset
- Nari Shakti Vandan → political representation
इन initiatives में Modi Government का broader approach महिला को सिर्फ beneficiary के रूप में देखने के बजाय stakeholder और decision-maker के रूप में आगे बढ़ाने का है।
Conclusion: Patriarchy की सबसे बड़ी चुनौती
Patriarchy की सबसे बड़ी हार तब होती है जब किसी लड़की से यह कहना मुश्किल हो जाए:
“तुम लड़की हो, इसलिए तुम यह नहीं कर सकती।”
जब बेटी पढ़ती है, महिला अपने नाम से bank account रखती है, business शुरू करती है, property own करती है और Parliament में decision-making का हिस्सा बनती है—तब traditional gender roles धीरे-धीरे बदलते हैं।
Modi Government के women-centric initiatives को इसी broader transformation के context में देखा जा सकता है—जहां focus सिर्फ महिलाओं की मदद करने पर नहीं, बल्कि उन्हें अधिकार, अवसर, ownership और आवाज़ देने पर है।
Patriarchy का जवाब पुरुष-विरोध नहीं है।
Patriarchy का जवाब है—महिला को इतना सक्षम बनाना कि उसकी पहचान किसी और के नाम से नहीं, बल्कि उसकी अपनी क्षमता, मेहनत और choices से हो।
और यही असली Nari Shakti है।
