Russia Strikes Ukraine Power Stations in Kyiv and Zhytomyr Ahead of Peace Talks

Curated by Vishaljeet Singh, Lisbon, Portugal

Russia has struck two power stations in Ukraine’s Kyiv and Zhytomyr regions, according to Russia’s Defence Ministry, as attacks on energy infrastructure continue ahead of the winter season. The reported strikes came on November 4, six days before US-brokered peace talks involving Moscow and Kyiv are due to resume in Abu Dhabi.

The strikes also reportedly targeted a cargo vessel at sea near Odesa. Ukrainian emergency services and local officials separately reported Russian attacks in the Poltava, Dnipro, Kirovohrad and Rivne regions, as well as Kyiv. The accounts describe developments across several areas; the claims about the two power stations were attributed to the Russian Defence Ministry.

Energy infrastructure faces renewed pressure

The latest reports follow a large wave of Russian missile and drone attacks on November 3 that caused electricity outages across wide parts of Ukraine. Ukrainian President Volodymyr Zelensky said the previous assault involved 289 drones, 17 ballistic missiles and 59 cruise missiles. Those figures were provided by the Ukrainian president.

Ukraine’s largest private energy producer, DTEK, said three of its five thermal power plants had been knocked offline in the November 3 attack. Ukrainian authorities also reported disruption to water supplies and transport. Repeated damage to generation and distribution facilities has increased concerns about electricity and heating availability as temperatures fall.

Incidents reported beyond Ukraine

Separately, authorities in Russian-controlled Crimea ordered power cuts after an accident outside the peninsula. The cause was not immediately clear. Near the southern Russian city of Krasnodar, a drone attack reportedly set fire to a logistics hub belonging to retailer Ozon.

These incidents underline how the conflict continues to affect infrastructure and commercial activity well beyond the immediate front line. Details about the damage and the circumstances of individual incidents remain subject to further confirmation.

Peace negotiations approach amid continued fighting

The latest strikes come ahead of planned US-mediated talks between Russia and Ukraine in Abu Dhabi on November 10–11. The Kremlin has said presidential aide Vladimir Medinsky will lead the Russian delegation.

The continued attacks on energy facilities are likely to complicate efforts to build confidence before the negotiations. Ukraine has repeatedly called for protection of its energy system, while Moscow says its military targets include facilities supporting Ukrainian armed forces and defence production.

What to watch next

For Ukraine, the immediate priorities are restoring damaged electricity capacity, protecting critical infrastructure and maintaining essential services through the colder months. For the diplomatic process, attention will turn to whether the Abu Dhabi meeting can produce practical steps to reduce attacks and advance negotiations.

For now, the reported strikes show that military pressure on Ukraine’s energy system is continuing even as another round of diplomacy approaches.
