New Delhi, April 16, 2025 — In a significant move aimed at addressing the rising cost of living and ensuring fair compensation for the working class, the Delhi government has announced a hike in minimum wages for all categories of workers, effective April 1, 2025.

The revised wage structure will see an increase in monthly salaries for unskilled, semi-skilled, skilled workers, and graduates employed across various sectors, including construction, manufacturing, retail, healthcare, and sanitation.

According to the notification issued by the Labour Department, the new monthly wages are as follows:

  • Unskilled workers: ₹18,456 (up from ₹18,066)
  • Semi-skilled workers: ₹20,371 (up from ₹19,929)
  • Skilled workers: ₹22,411 (up from ₹21,917)
  • Graduates and above: ₹24,356 (up from ₹23,836)

Government’s Rationale

The Delhi government emphasized that the wage increase is designed to counteract the effects of inflation and ensure that workers maintain their purchasing power. A government statement noted, “This increase will not only neutralise the effects of inflation but will also provide relief to a large number of workers in Delhi.”​

Enforcement and Worker Rights

Employers are mandated to comply with the revised wage rates. The government has warned of strict action against non-compliance. Workers receiving less than the stipulated wages can file claims under the Minimum Wages Act to seek redressal.​
